Nick, are you asking how to do it? First, you need the TV stream. That usually means a TV tuner in your computer, or some other sort of device to take the TV signal and make it available over your network. I know of no current broadcast stations that provide this over the Internet, but there's always a chance.
Do you have an example of a stream you are trying? As Zip says, Serviio is capable as long as the stream is compatible.
