But I see what's wrong. All the transcoding sections you added are not within the <Transcoding> segment. In fact, they aren't in any segment at all. You have the closing tag </Transcoding> but not the opening one. Also, it needs to be above the Online and Generic transcoding sections.
I've corrected that and attached the file back here. Give this a try and see how it works.

but I cannot launch Serviio when this user file is present. Here is what I get:

The rest is black.
So since I could not recover Serviio by deleting the file, rebooting, etc. I uninstalled the Serviio, cleaned the whatever leftovers with CCleaner (both files and registry), reboot, and then re-installed again.
Confirmed that now Serviio can launch, copy the user profile.xml and reboot. After reboot, I hit the same problem - cannot start Serviio.
Here is what I found in the log:
