Serviio 1.9 does not install properly on Synology?

Serviio 1.9 does not install properly on Synology?

I have uninstalled previous version of Serviio and tried to install the latest version (1.9) following the guide. The package seems to be running, but I cannot access the console (connection refused error in the browser). I have also noticed that many things do not appear to happen, e.g. I cannot see /volume1/public/serviio/plugins/ and /volume1/public/serviio/fonts/ mentioned in the guide when I SSH to the NAS. Also, Serviio no longer appears on any on my TVs. Firewall does not get updated with the rules for Serviio (two console ports and DLNA ports). I have restarted after the removal and tried to reinstall and it did not help. The install does not seem to update the firewall either (I would expect the Serviio rules), but even if I enable all ports temporarily myself, it does not do the trick. My router is forwarding console ports correctly, nothing changed there. I cannot see the Serviio directory in the web station (/volume1/web/Serviio) either. I do not where to start troubleshooting this. Can someone help me?

Synology model: 2413+
DSM version: DSM 6.1.5-15254
DSM date: 2018/01/26
Serviio version installed: 1.9.0-0033
My WebStation settings: Uses Apache 2.2 and PHP 5.6.
[I could not figure out from the 'before you post' instructions how to get the log file.]

More information:

Looks like following files and directories should exist:
    /volume1/@appstore/Serviio/log/serviio.log
    /volume1/@appstore/Serviio/bin/ffmpeg
    /volume1/public/serviio

Neither of the above exists after installation.

Package log (/var/log/upstart/pkgctl-Serviio.log) is clean:

More information:

Restarted the DiskStation and reinstalled the package. Result is identical with the above, console on the port 23423 gives ERR_CONNECTION_REFUSED, package appears to be running in the package centre.

The only log line generated by the installation in /var/log/messages is this:

One more thing: Copying the old sc file or disabling firewall does not fix the problem.
