New plugin replacing a plugin written by another author

Hi,

I am writing a WebResource plugin for svtplay to replace the rss-plugin which was broken when svtplay.se revamped their site.

Now I am curious about how to go about announcing the new plugin and making the post sticky to be able to announce updates at the top of the thread.

How is this commonly done?
I notice there is a sticky post with "all plugins", but how are those updates compiled?

I forgot to mention that part of my concern has to to with the old plugin being written by another author.

Should I give my plugin a different name?
In my opinion, the old plugin is completely obsolete.

Create a new post, then let me know and I'll rename the old one to Obsolete.
