From within Serviio directly? I don't believe so, although I know the MediaBrowser had some sort of playlist functionality. I don't use it, however, so can't speak to it.

However, with a separate program called Playlist Creator 3, it is as simple as dragging and dropping files into a list, naming it, and saving it in a Serviio search path. Serviio sees the list and adds it to the Playlists selection under videos. The only thing I had to do after installing it was add a few file extensions that are not listed by default. You can order the list however you want. I have over a dozen different lists, with duplicate titles in many of them. There's really no restriction on how you can use them, and it's easier to use that it took me to describe it.

My Sony players will play the next video in the list when one ends, so the playlist is a nice way to play them in the order you prefer. Very convenient for the wife to fall asleep to! :D
