The configuration panel requires an external address.
I presume you mean the External IP Address on the Remote tab of Serviio Console. This is not required for access by MediaBrowser from the internet (my understanding is that it is there for third party apps - not used by Mediabrowser).
Check that port 23424 is correctly forwarded to your Serviio server (either by UPNP - which is set by setting the "Automatically configure your router to allow incoming Internet connections" option - or by manually forwarding the port in the router. I do the latter as I find it more reliable). To check the port is open use something like
http://www.canyouseeme.org/.
