So I recently setup remote access for my home media server and from my computer at work it tests out and works great. However, when on my Samsung 8+ using my work Wifi, or on 4g, all videos stop after 10 seconds when I go to my mediabrowser url.

Since movies load in their entirety on a pc on the same network as the wifi I am testing I am wondering if i need something additionally installed on the phone, and potentially my tablet or other devices, later??

do you have enough upstream bandwidth at home? If you're trying to stream hi-res files it might not cope.

Try to lower quality in MediaBrowser.
