Trouble getting serviio to display on C series

I'm not sure what I've done differently or incorrectly and have spent a week trying to track down the error/s. My current setup is this. 2 separate pc's wired to a router. TV is also wired to the router. Both pc's are running identical versions of Win 7 64bit. Serviio shows up on the TV from one PC but not the other. However the one lacking serviio detection shows that computers network on the TV so I know it's connected properly. I was running 1.2 on the computer that is visible and 1.2.1 on the one that wasn't so I removed that and installed 1.2 on the non visible computer but that still didn't help. Any ideas or obvious suggestions where to start my hunt for the problem?

check firewall ports are open, as per the
FAQ

My firewall is turned off and my Bound IP address is set to the proper Ethernet controller. The TV is listed as active in Serviio.

Do you have any other software potentially blocking the traffic? Like spyware, antivirus, etc

No. Currently all I have is the OS, drivers and Serviio installed. I haven't updated all of windows stuff yet. Am I in need of something like .net 4.0 or framework or something along those lines or some other random windows update?

Same as me. Listed here. You might have some success with the options I tried. Or if you figure it out, I also need to know.
