It seems that the ps3 must have updated the way they look at mp4 files. I removed my video folder from the shared folders in serviio then turned transcoding off and saved. I restarted my computer, turned transcoding back on then added my video folder. The media library for videos was remade from scratch and now my mp4 files work.
