Hello,

Is it possible to add to mobile application, web or somewhere something like windows " Play To " - feature to stream media to a separate playback device on your home network ?

You can do this already with some applications - I use BubbleUPnP (Android app - link below) as my main "remote" when at home which allows me to select from multiple "libraries" (including automatically detecting my serviio server) and to choose from any available (i.e. on network) renderer, including DLNA boxes, Chromecasts, etc.

Not sure if this is 100% what you're after, but hopefully it will help.
