streaming content from discs

How come consoles can handle streaming content from discs while PC games must be hard installed? It doesn't make sense to me that PC games have to be installed when console counterparts' content can be streamed directly from the disc without installation with virtually no hindrance. Why is this?

streaming off a disc is slower than a hard drive... console games don't "have" to be streamed off the disc. but it's really the only way to prevent piracy other than requiring your users to enter long product keys. Halo 4 comes on two DVD's one of which must be installed on your console before you can play. xbox's even have an option to install a game to their hard disk for faster load times. But it still requires you to have the game in the console for verification.
PC's on the other hand have an over abundance of hard disk space in relation to consoles, and hard disks are much faster than optical media, so the tendency is to install all the content on your hard disk and make you enter a long product key cuz it's easier with a full blown keyboard.
