First, Serviio is not a file sharing program. It's a DLNA server, which can stream media (pictures, music or video) to DLNA capable players. The PS4 is DLNA capable, so you have a supported player.

When you say you want to install Serviio on your PC, are you referring to a computer running Windows, or some other operating system? For Windows, you download the install program and run it. You then also mention Linux, and yes that's a bit more involved to install. First, you have to install FFMPEG yourself, as the Serviio Linux archive file does not include it.
