WMP is not a DLNA client so will not work.
VLC - look under View, Playlists, Local Network, Universal Plug'n'Play - Serviio should be there. Click on it and wait - it can take a while before folders/categories show up.

serviio runs on a ubuntu server and i configure it using seviio web/ajax gui,

my pc with VLC is locally connected to my serviio server and my ipTV's
i still dont see serviio in VLC upnp. its just blank. :(

what any other troubleshooting do i have to perform?

Firewall on our PC would be my guess. Disable firewall and see if it comes up.

Have you waited a long time? Server discovery in VLC can be very slow - see viewtopic.php?f=5&t=5620. I would have expected you to see the Serviio icon though, its normally the folder discovery that is slow.
It may pay to install another DLNA capable client - this will let you know if its a network issue or specific to VLC. XMBC is one.
