I'm going to make an assumption you are using Windows 7...
Click the start button, and type services (you don't need to click anywhere first). The search list will open and you should see at the very top (in the programs section) Services. click that, and the Services control panel opens. Scroll down the services list until you find Serviio. Double-click it. The properties box will open. Right in the middle is a drop-down box labeled "Startup type". It should say Automatic. If not, change it to Automatic. If it already says it, the change the setting to Automatic (Delayed Start). Sometimes Serviio tries to start before the HTTP dependency finishes starting. By changing it to Delayed Start, you should have enough time for HTTP to finish.
As Zip said, the log may hold a different answer, but this is a good place to look, too.
