As far as a TV is concerned, it's only a DLNA renderer, and I don't think DLNA specifications cover DLNA devices powering down each other. And: If you turn sth off, you should be able to turn it back on again later.
If the device you run Serviio on (e.g. HTPC) is remote controllable, you might be able to stop and start the Serviio server process with a suitable remote control and a script.
Could you please explain a bit more what you are trying to achieve?
