Media Browser Troubleshooting

My issue is media browser works locally but not from "outside" network (internet)
My firewall is completely off, antivirus disabled, port forwarded (and tested successfull), i can telnet into port 23424 with my ip, but browser says blocked.
has anyone gotten a solution by any chance? or can someone maybe advise how to troubleshoot?
