Service hangs when scaning library

When I've updated my 1.6.1 serviio installation to 1.9 I've had some bug. When I add local folders to the library after few minutes service stops responding.
So here are logs with log level = DEBUG
It seems that transcoding not disabling properly. As you can see it's disabled but ffmpeg transcoding somthing
