to watch tv in belgium i need a setobox.
On the setobox i can watch movies series/ that are on my pc and to sream i used serviio.
So far no problem.
But is see only a picture of the film.
the questions is how can i read the plot of the film /series on tv

You are asking about metadata, as it's usually called. Serviio does retrieve it from online databases, but not all players are capable of showing it. My Samsung TVs show no metadata, nor did an older Panasonic I used to have. My Roku devices do show it, as does my Shield using Kodi as the player. I still have a Sony Blu Ray player we use on occasion, and it too does not show any metadata.

So there's nothing that can be done from the Serviio side if the player doesn't support it. I have no idea what support is offered with the setobox, but it doesn't sound like it's there.
