First, you need to change the profile Serviio assigned to your Express. By default the basic Roku profile is selected, and it transcodes far more than necessary. For the basic Express, select the Roku 1080 player profile. If you have the Express 4K, then choose the Roku 4K player with MPEG2 profile.
Next, we have to know the media contents of your video file. See the link in my sig line to get the media info. Once we know the media we can identify why you aren't getting the video.
