The file serviio-2.4-win-setup.exe cannot be started under Windows 11.

Try running it as Admin. Right click on the file and select "Run as Administrator".
EDIT: I just tried running it on one of my Win 11 computers and it ran fine without using admin. You might have some sort of anti-virus program blocking access.

OK, I did it. It wasn't the administrator or the antivirus program's fault. Windows 11 identified the program "...as from another computer ..." and blocked it. I found the setting under "Properties\General\Attributes". Thanks for the suggestion.
