Why doesn't H.264 transcoding work on Windows 10?

Is there a solution for the H.264 transcoding issue on two Windows 10 computers with Serviio 2.2 installed, while it works normally on a Windows 7 computer? All three computers have the same settings, and everything else functions correctly. Can you provide any guidance or suggestions to resolve this problem? Thank you.
