Notification of new media

I would like to have a way that when new media is detected in a library refresh, an email can be sent to a mailing list,twitter, SMS, or any messenger format.
The purpose is that when media is added, a blast push can be sent to announce new episodes to interested parties.

If there is already way that this is possible with serviio, please direct me.
