Devices switched on = Samsung TV & Serviio connection issues

I posted this as a response in another thread, but thought its probably best to give it, its own thread just in case other people are having a similar issue.

After many hours of testing, Ive figured out whats causing it... but don't know how to resolve it. I'll explain whats causing it and if anyone has experienced something similar or knows of a potential solution please feel free to give your wisdom.

Everything will work perfectly, until either the laptop or Ms surface is turned on. As soon as one of those devices is turned on within 20 minutes the Samsung TV & Serviio will no longer be able to connect to each other.

However
    1.) The Samsung TV can connect freely to the internet
    2.) Serviio can connect to the other devices when they are on line.

Networking Arrangement
    1.) The TV & Media PC are connected via powerline (Ethernet over powerlines) to the ADSL\WIFI router
    2.) The Surface & laptop connect to the network via wifi

I've tried
    1.) Disabling the media servers on the laptop and the MS surface.
    2.) On the TV Blocking the ip addresses of the laptop & surface
    3.) In Serviio blocking the ip addresses of the laptop & surface
    4.) Updating the routers firmware
    5.) Manually defining all devices ip addresses
    6.) Yelling & screaming at serviio, the TV, laptop & surface

Nothing has worked....

Maybe its a bug with the TV or maybe with Serviio, but if your having Samsung TV disconnect issues, try turning off all the other devices with potential media sharing and see if it stops.

I'm 99.999% certain that this is whats causing the issue, as if I turn off the other devices it has literally worked perfectly for 2 weeks straight, then the second that one is turned on, within 2- minutes the disconnect issue re-occurs.
