Is it possible to download films over the internet?

Is it possible to download films over the internet using the media browser or other method? My brother is at Uni and he would like to be able to stream his films from home but the internet is not good enough, is there a way for him to download them? I have found a DLNA program that downloads them, but this will only find media server on the local network of course.

What he can do is maybe use Dropbox or some other cloud storage type service and store some of his movies there so he can download the ones he wants. He could send a "request" list to a family member via email who could then copy the requested movies to his cloud storage so he could download them. If the internet isn't good enough for him to stream from his own home "server" then Netflix is probably out of the question.
