Download will not run

I have used Serviio for a while and last week had had to do a recovery on my laptop and when I download Serviio it will not run, says I do not have the program to open the file, this only is happening on Serviio. Windows 8.1

I tried Firefox and it worked fine but now it does not recognize my tv, sony, just bought 3 months ago. Help
