I tried a quick search online, and it appears you need to install an Intel Media SDK driver package. What I can't figure out is if it's distro sensitive, or if there's a generic Linux version. I found a Plex support page that has some good info about Quick Sync, although it's tailored for the Plex server.

And here's a link to an Intel PDF that discusses configuration. I think you can ignore the part about FFMPEG, as I believe Serviio ships with a version of ffmpeg that supports Quick Sync.
