OK - I can see that being an issue. Should ffmpeg.exe stop when the Web client is a Windows Browser (i.e. IE, Chrome, Firefox) ?? I will retest this - but I believe that ffmpeg keeps running after the movie is exited from those browsers too.
I have been trying other apps like Serviio (PLEX, etc.) and some of them use ffmpeg.exe too. Serviio is the only one that seems to have an issue finding a way to stop ffmpeg.exe when it is no longer needed. Also seems to have worked properly in older versions of Serviio.
Have to say that the WEB interface to Serviio is the BEST of ANY of the these types of apps. I also connect quite often to my home network over Internet/VPNP - so I rely on HTTP acccess to my home media. Messed around for quite a while with DLNA - even got it working over internet using OpenVPN in TAP mode - but HTTP is more consistent and you cannot do OpenVPN TAP mode on IOS (Stupid Apple). That is why I am sticking with it for the long run (i.e. using it to stream to ALL of my devices - Windows (7/8/8.1), IOS (7.06/8.02), Android (2.3/4.1), Linux (Ubuntu 14.04) on my local Network and over VPN. Also planning to decommission my XP Pro server computer since MS has ceased support and move to Linux Ubuntu 14.04 for my server running Serviio on Linux.
