Is it possible to use Serviio to transcode files from 25fps to 23.976fps? My Oppo BDP-103 doesn't care much for 25fps; skips every second.

No.
But you can use ffmpeg with "-r" option to transcode your file and force output frame rate.

Admittedly, I'm way out of my depth here, but isn't ffmpeg the tool Serviio uses to transcode?

Right, but serviio does not use all ffmpeg options (features), and user could not customized ffmpeg command line.
But you can use ffmpeg out of serviio, to transcode your file with custom option. And I pointed you the "-r" option.
