serviio not picking up files with certain characters

Found serviio is not wanting to pickup files with the ' symbol in them. (Apostrophe)

Tried it with version 1.5.2 and 1.6 on Linux

Was having a similar issue with playlists. ANSI to UTF8 fixed it for me.

How can I use UTF8 for file names though?

I would have to bump that to Zip or others. I am not sure how to get a filename in UTF-8. Googled convert file name to UTF-8 and there were numerous hits. Most deal with Linux, but several dealt with windows.
