Playlists doesn't appear in Serviio

Hello,

I've got Serviio 1.8 version installed.

And I found one strange thing:
playlist that contains non-english filenames - doesn't arrive in Serviio. And the playlist with only english names - arrives in Serviio->Audio->Playlists.
Of course I restart Serviio service after adding playlist. And in both cases in Serviio log i finds such string:

2016-12-30 13:34:10,283 INFO [PlaylistFileIndexer] Added playlist 'James Last - Plays ABBA.m3u' (title: James Last - Plays ABBA) to Library
or
2016-12-30 14:08:55,642 INFO [PlaylistFileIndexer] Added playlist 'New Year-4.m3u' (title: New Year-4) to Library

Here is an example of playlist with english names:

E:\M U S I C\FOREIGN\J\James Last\2001 Plays ABBA\01 Dancing Queen.mp3
E:\M U S I C\FOREIGN\J\James Last\2001 Plays ABBA\02 Gimme, Gimme, Gimme.mp3
E:\M U S I C\FOREIGN\J\James Last\2001 Plays ABBA\03 The Winner Takes It All.mp3

And here is an examlpe of playlist with non-english names:

E:\M U S I C\__МОИ СБОРНИКИ\Новогодние\New Year-4\01. Аркадий Хоралов-Новогодние игрушки.mp3
E:\M U S I C\__МОИ СБОРНИКИ\Новогодние\New Year-4\02. БЛЕСТЯЩИЕ - Новогодняя песня.mp3
E:\M U S I C\__МОИ СБОРНИКИ\Новогодние\New Year-4\03. Ксения Ситник - Мы об этом узнаем самыми первыми..(Новый год!).mp3
E:\M U S I C\__МОИ СБОРНИКИ\Новогодние\New Year-4\04. Лариса Долина-Три белых коня.mp3


Non-english - in this case means -cyrillic names (locale - ru)

I've tried creating playlist wtih Windows media player, Playlist Creator. Tried to create *m3u, *.pls, *wpl - all the same....

Please tell - what is the matter ?
