I suspect its a timing thing. On starting up, Windows has to adds the hard drives. How long this takes depends on the subsystems that need to be fired up first (eg. for a USB drive, the PCI bus needs to be fired up, then the USB Host Controller, then the USB port, then it needs to poll the port for devices, then attach your USB drive, then enumerate that drive). If the Serviio server starts before this happens then it cannot find your drive and you get the problem you have.
I suspect Windows XP was simply adding your drive faster than Win7 is (maybe your Win7 has more things to add, maybe a bad driver somewhere is delaying things). You can test this - stop and disable the Serviio service (in services.msc), restart your PC and let everything start up - give it a few minutes, and then re-enable and start the Serviio service. You should not get the library deletions in your log if my suspicions are correct.
So what to do - first try delaying the Serviio server startup. In services.msc right click on the Serviio service, select Properties and on the set the Startup type to "Automatic (Delayed)". Other than that, you can find tools on the web that will measure and tune your start up process (as with all tools on the web, use carefully and at your own risk). At the very least, this may also tell you if a driver is taking a long time to start up.
ps. I do agree that this is a Serviio issue - imho Serviio needs a way to detect that a shared folder is not mounted (vs has been deleted), but there are plenty of topics in the forum on this requirement for removable drives.
