Are you referring to just the console, or the background service that allows players to connect and stream? If you mean the console, it is likely being loaded from your startup location (C:\Users\username\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

If you mean the actual service, then click the start button and (assuming Windows 7) type "services" and click on "view local services". After it opens, scroll down until you find Serviio, and double-click on it. This opens the properties box, and about half way down is a selection box labeled "Startup type", and it probably is set to automatic. Change the setting to Manual and click OK. You can also click the Stop button to shut it down immediately. The next reboot Serviio will not start automatically.

However, you have to follow these steps every time you want to stop and start the Serviio service. It's a lot of work. Personally, I'd leave the service running. If nothing is being streamed and the database is up to date, it takes practically nothing to leave it running in the background.

I meant both. Thanks :)
